Just as for the adult members of your wedding party, agreeing to be in the wedding generally also means agreeing to buy an outfit. Usually, child attendants' parents pay for their clothes, but you might choose to purchase a flower girl's dress or ring bearer's suit as a gift. Decide how you're going to handle it, then go ahead and bring this up at the same time you ask the parents' permission for the tykes to be in the wedding. That way, there's no chance of a misunderstanding.

I think that if you choose reasonably priced items than the parents should if able to pay for the outfits. I've seen some flower girl dressed that are a few hundred dollars and I think that's totally unreasonable given that they are growing children and likely won't be wearing them again.

I think if you want the children as flower girls or ring bearers and you absolutely know that the parents can't afford the outfits, then you should pay for them. My flower girls are my 3 granddaughters (I'm 51) and my sons are going through hard times. So, therefore, yes, I paid for the dresses.
