Of course the speeches at your reception are important, but you can't control them. Have faith in your future brother-in-law. Some people hate reading off of a piece of paper; winging it might actually make it a better speech! If you're worried he'll say something inappropriate in front of everyone, have your groom give him a gentle reminder of what topics are off-limits.
