My fiance's groomsmen don't plan to invite my brothers, who are in the wedding party, to the bachelor party. Am I justified in being upset about this?

It's perfectly fine to be offended, but before you tell them off, find out if your fiance wants your brothers at the party. If not, the story ends there. If so, suggest he let his friends know that he'd like your brothers to be included. Maybe his other groomsmen didn't know how to get in touch with them; your fiance can bridge that gap.
